Rules on doping exists on numerous levels and are created by several different actors. These actors can broadly be categorized into lawmakers and other political entities on one side and sporting orgnizations on the other.
These normgivers act partially independent of each other and are driven by different aims. This is creates a situation ripe for conflicts between rules on doping. It is thus possible that a certain doping violation is convered by the legal system, the sporting system, both or neither.
