The study identifies, describes and analyzes the social measures directed at people who during their childhood had a need for extensive intervention and additional support from schools, social services and health care. Data can serve as a basis to determine the cost of these efforts. The study is based on case files of some twenty young adults with experience of social care. Most of those were interviewed also. The study shows that school absenteeism is a common risk sign; it is common with lack of continuity in the actions taken; documentation varies in quality, so do out of home placements.
