EU state aid rules limit the scope for supporting companies with EU funds. Depending on the programme from which the application is made, the necessary description of how the project relates to the state aid rules varies. For example, for applications to the European Regional Development Fund (ERDF) this must be described. Based on the information in the application, the Swedish Agency for Economic and Regional Growth then makes the final assessment. What is state aid?
Four criteria must be met for a measure to constitute state aid:
State/public funds are used
Companies receive an economic advantage
Aid is selective/affects competition
Trade between EU Member States is affected
